What Is It?
All Roto locks come with the window lock set in the locked position & it is not untill the handle is fitted in and operated for the first time that the internal burrs inside the gearbox are broken that the lock begins to run free. This is so the fabricator can use a set jig to mark out for all the frame keeps.
